Many magnetic materials have quantum disordered ground states, but it is not always clear what drives them. Here, the authors study pyrochlore magnet Nd${}_{2}$ScNbO${}_{7}$ using neutron diffraction, heat capacity, and neutron-sampled nuclear hyperfine excitations. The static moments inferred from these three techniques are inconsistent, pointing to some fraction of spins remaining dynamic lowest temperatures -- an observation confirmed by anomalous low-energy density states in specific heat. Similar behavior seen Nd${}_{2}$Zr${}_{2}$O${}_{7}$. It could indicate either spin-liquid or local disorder-induced spin singlets.
